About the Owner - Author - Creator

Stephen Lee Morrison, Ph.D., owner, author, and creator of Albion Bixby Publishing, was born and raised in Texas. He has always felt a strong connection to Nebraska, where, each summer as a child, his parents would travel back to Callaway, Nebraska, his father's hometown and where he was raised. He mentions this because it is the source of some of the content in his publications.

His career began as a police officer with the Houston Police Department, where he patrolled the streets and was later promoted to Detective in the Robbery Division, serving for 30 years. Overall, he dedicated over 41 years to law enforcement with HPD. After retiring from HPD, he joined the Harris County Precinct 4 Constable's Office and currently serves as a reserve Deputy Constable and a Captain, where he teaches part-time. He has a total of 49 years of service (and still growing) as a law enforcement officer.

He earned both a Bachelor's and a Master's Degree from the University of Houston Clear Lake. He then continued his education at the University of Southern Mississippi, where he obtained his Doctorate in the Administration of Justice, with a focus on parent-child relationships. With his education, he expanded his role to include law enforcement training, serving as an adjunct instructor at several universities for 25 years. He has written a book to help law enforcement officers understand the complexities of justice and procedure for collecting eyewitness evidence.

To publish the book, he founded Albion Bixby Publishing, LLC, to bring his vision of faith-based children’s literature to life.

The book he wrote is titled “Collecting Eyewitness Evidence,” a best-practice guide. As an investigator in the Robbery Division of the Houston Police Department, the primary form of evidence available for solving robbery cases was the eyewitness, the victim. He was involved in over 5,000 instances of collecting eyewitness evidence, showing photo spreads, or conducting live lineups. During the early 2010s, efforts were made to reduce the possibility of misidentification. HPD created a new policy to reduce misidentification, and he was involved in teaching the policy to the department's 5,000-plus officers.

He presently teaches law enforcement officers on several different subjects related to criminal justice. One of the subjects is collecting eyewitness evidence.

He is also writing and publishing a series of Christian children’s books that combine emotional warmth, spiritual lessons, and regional storytelling. His children’s books are more than just stories; they serve as tools for family engagement, each featuring discussion guides, memory verses, and gentle challenges designed to help parents and children grow together in faith. All are aimed at building a strong foundation to face life’s future challenges.

Today, whether he is shaping a new book or guiding others through legal and academic challenges, he strives to lead with clarity, warmth, and purpose. His favorite verse is: “Let your light so shine before men, that they may see your good works, and glorify your Father which is in heaven.” Matthew 5:16, King James Version.
