About the Owner

I was born and raised in Texas, but I have always been connected to Nebraska. I mention this because it is the source of some of the content of my publications. I traveled there many times as a child with my mother and father. My father was raised in Callaway, Nebraska.

My career began as a police officer with the Houston Police Department, where I patrolled the streets and was later promoted to Detective in the Robbery Division, serving for 30 years. Overall, I dedicated over 41 years to law enforcement with HPD. After retiring from HPD, I joined the Harris County Precinct 4 Constable's Office and currently serve as a reserve Deputy Constable, a Captain, where I teach part-time. I have a total of 49 years of service as a law enforcement officer.

I earned both a Bachelor's and a Master's Degree from the University of Houston Clear Lake. Then I continued my education at the University of Southern Mississippi, where I obtained my Doctorate in the Administration of Justice, with a focus on parent-child relationships. With my education, I expanded my role to include law enforcement training, serving as an adjunct instructor at several universities for 25 years. I have written a book to help law enforcement officers understand the complexities of justice and procedure for collecting eyewitness evidence. In seeking to publish the book, I founded Albion Bixby Publishing, LLC, to bring my vision of faith-based children’s literature to life.

The book that I speak of is titled “Collecting Eyewitness Evidence,” a best-practice guide. As an investigator in the Robbery Division of the Houston Police Department, the primary form of evidence we had available for solving robbery cases was the eyewitness, the victim. I was involved in over 5,000 instances of collecting eyewitness evidence, showing photospread, or conducting live lineups. During the early 2010's, efforts were made to reduce the possibility of misidentification. HPD created a new policy to reduce misidentification. I was involved in teaching the policy to the department's 5000-plus officers.

I presently teach law enforcement officers on several different subjects related to criminal justice. One of the subjects is collecting eyewitness evidence. Presently, I am also writing and publishing a series of Christian children’s books that combine emotional warmth, spiritual lessons, and regional storytelling. My children’s books are more than just stories; they serve as tools for family engagement, each featuring discussion guides, memory verses, and gentle challenges designed to help parents and children grow together in faith. All are aimed at building a strong foundation to face future life’s challenges. All my children’s books include the steps to salvation.

Today, whether I’m shaping a new book or guiding others through legal and academic challenges, I strive to lead with clarity, warmth, and purpose. My favorite verse is “Let your light so shine before men, that they may see your good works, and glorify your Father which is in heaven.” Matthew 5:16. King James Version
